The 2017 edition of WWE’s Battleground Pay-Per-View took place in Philadelphia this year. The crowd certainly wasn’t as loud as they were during the 2015 Rumble.
A fan tweeted Reigns during the Pay-Per-View that the show needed him. Reigns responded with a bit of a challenge for the Philly crowd when he returns:
Need more of the ppv king @WWERomanReigns period… ???

The 2018 Royal Rumble takes place in Philly. We have to assume that they will be louder for that event than Battleground. Especially when Reigns is in the building and potentially winning another Rumble.
