Triple H spoke at the 2018 Business Partner Summit a few weeks ago. During the Summit, he revealed that he came up with ‘Global Localization’ and revealed an interesting plan for the future of NXT.
Triple H says that the plan is to go into different areas of the World and implement the template that they have created in Orlando. That means establishing new Performance Centers and recruiting talent all over the globe.
Essentially it would be a global territorial system. Here is a photo from the presentation which shows the areas he is targeting:

Certainly an interesting plan by WWE. Will be interesting to see how it develops.
